The University Development Stamp is a mechanism created by Law 1230 of 2008 to guarantee resources that strengthen educational quality, infrastructure, research, and institutional growth. Today, more than a tax, it is a strategic tool to promote academic and territorial development in Cundinamarca.
Currently, the municipalities of Girardot and Facatativá have implemented this tax, allowing the University to invest in laboratories, high-quality training, social impact projects, and direct benefits for students. According to the Ministry of National Education, at least 25 of the country's 32 public universities use this type of tax to finance their sustainability and expand opportunities for their communities.
Law 1230 of 2008 authorized the Cundinamarca Departmental Assembly to regulate its application, which was formalized with Ordinance 039 of 2009. This regulation made the use of the stamp mandatory in the department, allowing its resources to translate into academic growth and better conditions for thousands of students.

• Modern infrastructure: It allows for the construction, adaptation, and improvement of headquarters, classrooms, and laboratories.
• Expansion of supply: It enables the creation of new programs and the University's expansion to more regions in the department.
Territorial autonomy
Although the Law and the Ordinance establish the general guidelines, the implementation of the tax requires municipalities to exercise their autonomy in carrying out its collection. Within this framework, municipal councils have the authority to regulate taxes within their jurisdiction, always in accordance with departmental and national regulations.
Adaptation and regulation of tax collection
For the collection system to function effectively in each municipality, a Municipal Agreement or administrative act is needed that determines how the collection will be carried out. This includes defining who withholds the funds, which administrative acts apply to it, how the money is transferred, and what system is used (withholding at source or electronic means).
Regulate the process
Although the tax is mandated by law, its implementation requires each municipality to establish the technical and administrative procedures that ensure efficient collection. Without these regulations, the tax exists legally, but cannot operate in practice.
The stamp is now a vital tool for further strengthening public higher education in Cundinamarca. It guarantees the continuity of projects, promotes academic quality, improves student infrastructure, and directly contributes to the department's social progress. Supporting it is investing in the future of thousands of young people and in the development of the region.
