Autonomous Code University of Cundinamarca Generation 21st Century
Since its official recognition as the University of Cundinamarca in 1992, the Institution has maintained a constant commitment to educational quality, guided by the Quality Assurance System of the Ministry of National Education. This commitment was strengthened in 2019 with the adoption of a new institutional governance model that defines it as a social organization of knowledge, translocal and transmodern, oriented toward regional and national development. Within this framework, the Transmodern Digital Educational Model (MEDIT) promotes an education based on values such as freedom, civility, and democracy, articulating its educational vision with an ethical and coherent institutional practice.
The Autonomous Code of the University of Cundinamarca, 21st Century Generation, emerges as a guide for the actions of university public servants, aligned with the principles of good governance established by the National Council for Higher Education (CESU) and with the public service values promoted by the Administrative Department of the Public Service (DAFP). This tool compiles and adapts national and institutional guidelines to ensure that decisions, relationships, and internal processes are developed in coherence with the mission, identity, and ethical principles of the University.
This Code, adopted in a participatory manner, represents an exercise in self-regulation by virtue of university autonomy, which is constitutionally enshrined. It incorporates ten core values: five from the DAFP (honesty, respect, commitment, diligence, and justice) and five specific to the University (civility, freedom, flexibility, balance, and responsibility), which guide institutional conduct. Its implementation strengthens the Integrated Planning and Management Model (MIPG) and the Standard Internal Control Model (MECI), and establishes a distinct governance style that seeks to build trust, consolidate institutionality, and form a university community committed to public ethics and democratic values.
Generalities
The Autonomous Code of the University of Cundinamarca, 21st Century Generation, integrates two fundamental components into a single document: the code of good governance, as a key tool to strengthen institutional management, and the code of integrity, which defines the values and principles that guide the actions of public servants. Its structure, although similar to that of the Code of Good Governance, has been simplified by omitting some subsections to make it more accessible, while also incorporating a specific section on the principles and values inherent to the University's personnel. This integration establishes clear commitments in terms of governance, aimed at improving institutional performance from an ethical and responsible approach.
Transhumanity

It is aimed at achieving a regulative ideal of constant improvement, understood from the perspective of the other, living beings, and nature, which is based on the following principles and values: life, human dignity, solidarity, fraternity, happiness, love, diversity and plurality, respect, the common good, coexistence, autonomy, freedom, responsibility, civility, and dialogical and formative construction.

Transmodernity
Adopted from (Rodríguez Magda, 2004), the University of Cundinamarca does not renounce the pending utopias of modernity and postmodernity, such as justice, solidarity, and freedom. Consequently, it seeks to educate a free subject, who is explained through the other and nature, who, through dialogue and construction as a regulative ideal, forges their identity and personal development, appropriates the local and ancestral context, and acts as a transhuman person who transforms reality.

Translocality
Understood as a characteristic of the present moment, which accounts for the way the global and the local intertwine, and how new communication technologies have been disrupting social relations and daily life. This entails the challenge of not falling into the trap of the global as homogenization while, at the same time, asserting one's own culture, identity, memory, and ancestral and territorial knowledge.

ETHICS
Because every member of the university community must self-regulate, in order to act at a given moment for their own good, that of society, of nature, and of coexistence.
Objectives of the Autonomic Code
General:
To establish within the University of Cundinamarca a guiding system that structures the set of acceptable, transparent, ethical, self-regulated, self-controlled, autonomous, independent, and democratic behaviors and provisions that officials and public servants belonging to the Institution, contractors, suppliers, and business partners involved in the operation of the University must maintain in each of the processes and in the administration of resources in general, in such a way that the management of the organization is accompanied by the approval and trust of external and internal users, always acting as a socially and family-responsible organization within the framework of legality, integrity, and education for life.
Specifics:
- Fostering among public servants a translocal, transmodern culture of autonomy and independence based on legality and self-regulation in the exercise of public management, which strengthens and defends the public sphere.
- Consolidate integrity as a key aspect in the prevention of corruption, bribery, and conflicts of interest, seeing it as a driver for changing public servants' behaviors and the culture of entities.
- Internalize the institutional values within the framework of public management that characterize the Institution and the behaviors associated with them, adopting for this purpose the values of civility, liberty, balance, flexibility, and responsibility.
- Consolidate habits and behaviors that align with the values of public service, Universidad Siglo 21, and a family-responsible company.
- Provide guidelines for the implementation of the integrity policy referred to in the Integrated Planning and Management Model – MIPG, version 3.
- Promote the development of strategies aimed at cultural change to improve citizens' trust and perception of the University of Cundinamarca.
- Provide the necessary institutional conditions to generate a transparent interrelation and operation with business partners, suppliers, and strategic allies of UCundinamarca.
Scope
The Regional Code must be responsibly adopted, applied, and promoted by each and every official and employee of the University of Cundinamarca, including both administrative and teaching and academic personnel, as well as known and socialized by business partners and suppliers involved in the organization's operation, in order to ensure that the behavior of each of them is in accordance with what is established in the Institution's ethical ideals and commitment.
