Process the Petitions, Complaints, Claims, Suggestions, and Compliments (PQRSyF) of citizens and other stakeholders in a timely and effective manner in pursuit of continuous improvement to ensure their satisfaction.
It begins by receiving the PQRSyF (Petitions, Complaints, Claims, Suggestions, and Congratulations) sent by citizens via email, telephone, and the application on the institution's portal, they are directed to the person in charge to be resolved, and it ends with the management report reflecting analysis with percentages of the areas with the highest incidence of PQRSYF, thus allowing the continuous improvement of the process.

Without prejudice to the terms for responding to petitions established in the Code of Administrative Procedure and Contentious Administrative Law, all petitions, except for information and consultation petitions within ten (10) business days, processed through the Citizen Service System, must be resolved or internally settled within a maximum term of fifteen (15) business days, for which the Citizen Service System shall request the competent unit via email, indicating an initial deadline of five (5) business days, to send the response.
Relevant follow-ups will be made if, after three (3) business days following the expiration of the previous deadline, no response has been sent to the Citizen Service and Information System, in order to obtain the response that will be sent to the citizen in a timely and agile manner in pursuit of their satisfaction.

In accordance with the Resolution 168 of 2006, and Article 24 of the Administrative Litigation Code: “The issuance of copies shall be subject to payment when the quantity requested justifies it. Payment shall be made to the entity’s treasury or in national revenue stamps, which shall be voided, in accordance with the fee schedule adopted by the official responsible for authorizing the issuance. Under no circumstances may the set price exceed the cost of reproduction.”.

Reports of possible acts of corruption
Our institution is based on the framework of the national government's zero-tolerance strategy against corruption, as well as on the provisions of the Anti-Corruption Statute. Law 1474 of 2011 which is developed by Law 2195 of 2022 and Decree 1122 of 2025.
Whereby norms are issued aimed at strengthening the mechanisms for the prevention, investigation, and sanctioning of acts of corruption and the effectiveness of public management control. Likewise, taking as a reference Agreement 003 of 2020 “whereby the disciplinary statute for the academic and administrative personnel of the University of Cundinamarca is adopted” regarding disciplinary offenses.

If you know of a possible case of corruption at the University of Cundinamarca, we invite you to enter the following link (File your complaint here) and with the proper supporting documentation to substantiate your complaint, it will be forwarded to the competent area and we will generate processes for you as citizens to activate alert, investigation, and sanction mechanisms, attacking the acts of the corrupt.
Complaint: A complaint is a formal statement regarding the commission of unlawful conduct (generally the commission of a crime or administrative infraction) directed to the competent authority for investigation.
Complaint: verbal or written expression of dissatisfaction made by the user regarding the conduct or actions of an official, employee, and/or individual who has been attributed or assigned the provision of a service at the University.
Corruption: consists of the abuse of positions of power or trust for private benefit to the detriment of the collective interest, carried out through offering or requesting, delivering or receiving goods or money in kind, in services or benefits, in exchange for actions, decisions, or omissions.
Disciplinary Action: occurs within the subordinate relationships that exist between the official and the administration, within the scope of public service, and originates from the breach of a duty or prohibition, the omission or overstepping in the exercise of functions, the violation of the regime of disqualifications and incompatibilities, etc., and its purpose is to guarantee the proper functioning, morality, and prestige of the respective public organization.
These terms and conditions are intended to regulate and control the use of complaints regarding potential acts of corruption at the University of Cundinamarca.

LAW 1437 OF 2011, ARTICLE 16. CONTENT OF PETITIONS.
Every request must contain at least:
- The designation of the authority to whom it is addressed.
- The full names and surnames of the applicant and of their representative and/or attorney-in-fact, if applicable, indicating their identity document and the address where they will receive correspondence. The petitioner may add the fax number or electronic address. If the petitioner is a private person who must be registered in the commercial registry, they shall be obligated to indicate their electronic address.
- The object of the request.
- The reasons on which he bases his request.
- The list of documents you wish to submit to initiate the process.
- The petitioner's signature where applicable.
PARAGRAPH 1. The authority has the obligation to comprehensively examine the petition, and under no circumstances shall it deem it incomplete due to a lack of requirements or documents that are not within the current legal framework, that are not necessary to resolve it, or that are located within its files.
The response time for complaints regarding potential acts of corruption can be determined as 15 business days or the time required for the investigation depending on the complexity of the complaint, pursuant to Article 14 of Law 1755 of 2015.
As anonymous: If you register the request as anonymous, you declare confidentiality regarding your personal and contact data; therefore, you must keep in mind that the information to be provided must be clear and complete regarding the time (when), manner (how), and place (where) of the events to be reported, the foregoing in order to carry out the corresponding procedure. Likewise, you may track it through the Citizen Service and Information System using the assigned consecutive number and/or provide an email address for electronic notifications regarding the status of your petition.
In case of registering the data, it is important to keep in mind the content of the request:

- The list of documents that serve as evidence to support the request to initiate the procedure.

The reporting button for potential acts of corruption, made available to citizens via the citizen service link, also responds to the mandate of the new Anti-Corruption Statute (Law 1474 of July 12, 2011), which dictates norms aimed at strengthening the mechanisms for prevention, investigation, and sanction of acts of corruption and the effectiveness of public management control.
Therefore, to maintain transparency across all citizen access channels, the University of Cundinamarca expresses its commitment to guarantee the confidentiality and security of the information received, manage it through the appropriate channels, and make the decisions and corrective measures it deems relevant in light of the law and its internal policies.
For new users to register on the SAIC platform, as a new user, if you have no affiliation with the university, you must enter the page citizen services Enter the PQRSFyD request link and register on the platform.
If the user has a connection to the university, they must log in to the institutional platform via the Citizen Care and Information System link and fill out the available form.
For registered users (when the user is registered, they only need to log in with their username and password if they are external to the citizen service page and fill out the form available in the PQRSFYD request folder, and if they are an internal user, they log into the institutional platform via the SAIC link and clearly describe the request).
