Lawyer from the Externado de Colombia University, Master in Quality Management of Education from the University of Pamplona, specialist in Private Economic Law from the National University of Colombia, specialist in Management for Organizational Development from the University of Cundinamarca, and Doctor in Law from the Santo Tomás University with the thesis entitled “The Autonomy of the Departmental and Municipal Public University in Colombia from the Institutional Theory of Law.
With professional experience in providing advisory, consulting, and legal representation services in the areas of Economic and Administrative Law, and extensive experience in the field of higher education holding positions such as General Secretary, Dean of the Faculty of Social Sciences, Humanities and Political Sciences, and professor in the academic programs of Business Administration and Public Accounting.
He has been the president of the University of Cundinamarca since 2015, and is a steadfast defender of life, nature, freedom, and the family. As the highest authority of the public institution of the department of Cundinamarca, he has promoted the Transmodern Digital Educational Model (MEDIT), based on education for life, democratic values, and freedom, as well as the reform of Higher Education Law 30.

The Vice-Rectorate for Administration and Finance is the department responsible for directing, planning, coordinating and supervising the management of the institution's financial, physical, technological and human talent resources.
Its central purpose is to guarantee financial sustainability, operational support and the optimization of resources so that the university can successfully develop its substantive functions of teaching, research and extension.
1. Financial and Budgetary Management
Budget: Design, implement and control the university's annual income and expenditure budget.
Accounting and Treasury: Manage cash flow, investment portfolio, payments to suppliers and payroll, and the preparation of financial statements.
Sustainability and Financing: Design strategies for obtaining resources, managing enrollment, educational credit, and financial partnerships.
2. Human Talent Management
Personnel administration: Manage payroll, recruitment, social benefits and compensation for administrative and teaching staff.
Workplace well-being and development: Design training plans, performance evaluations, organizational climate assessments, and career development plans.
Occupational Safety and Health (OSH): Ensure compliance with occupational risk prevention and hygiene regulations within the institution.
It is the body that exercises institutional public faith, safeguards historical memory and guarantees the legality and normative support of all rectoral decisions and of the highest governing bodies (such as the Superior Council and the Academic Council).
Its central purpose is to ensure legal certainty, procedural transparency, and document management of the institution.
-Ensure legality: Review and endorse resolutions, agreements, statutes and regulations issued by the Rector's Office and the Councils.
-Custody of the Central Archive: To manage, organize and protect the documentary, scientific, academic and administrative memory of the university.
-Correspondence Processing: Control the formal flow of filing, distribution and tracking of official and institutional communications.
-Title Verification: Validate the graduates' files to ensure compliance with legal and statutory requirements before issuing the degree.
-Organization of the Grade Book: Administer and sign the official books or records of diplomas and graduation certificates.
The Office of the Vice Rector for Academic Affairs is responsible for directing, coordinating, and ensuring the quality of the university's academic and educational management. Its central purpose is to guarantee excellence in teaching, the design and updating of academic programs, and compliance with the educational model.
- Leads the creation of academic offerings and the renewal or redesign of existing curricula.
- It coordinates the processes of Qualified Registration and High Quality Accreditation before the regulatory bodies of education (such as the Ministry of Education).
-Defines and oversees the implementation of face-to-face or virtual programs.
