Human rights: part of professional training?

The Administrative Court of Cundinamarca declared the public hearing for the compliance agreement of the popular action filed by the University of Cundinamarca against the Nation represented through the Ministry of Finance and Public Credit and the Ministry of National Education, with the purpose of protecting the collective rights and interests of the Institution, to be unsuccessful.
The public hearing sought a conciliation between the parties to carry out a compliance agreement on the part of the State to pay the University of Cundinamarca the transfers for the years 1993 and 1994 and the readjustment of the transfer base in order to guarantee the public educational service.
“The next stage is a period of evidence. Evidence will be submitted to the Administrative Court of Cundinamarca, and subsequently, a ruling will be issued that will conclude the process. We hope that this ruling will protect collective rights and interests and guarantee the efficient and high-quality provision of public education services.”, Guillermo Ernesto Polanco Jiménez, the plaintiff's lawyer and representative of the Institution, explained.
It is worth noting that the University of Cundinamarca is an institution of the department, which demands justice and equity for the more than 13,901 students, who belong to the eight campuses that offer academic programs: Fusagasugá, Girardot, Ubaté, Chía, Zipaquirá, Chocontá, Soacha and Facatativá.
Currently, the University of Cundinamarca has its transfer base frozen under a monetary updating policy that never increases because the Nation did not make the transfers for the years 1993 and 1994, and the readjustment in the delivery of these resources based on the UDEC's revenue and expenditure budget was not taken into account for the year 1995.
Given the University's insufficient resources, great efforts have had to be made to meet the quality requirements demanded by the Nation, such as funding for doctoral-level teacher training, recruitment of full-time professors, investment in research, strengthening of libraries, laboratories, internationalization, and infrastructure.
In terms of justice and equity for the students of the Department of Cundinamarca, the UDEC, headed by the rector, Adriano Muñoz Barrera, maintains its intention to safeguard and claim through legal means the collective rights and interests of the educational community, access to and protection of the public educational service and university autonomy.
