Rector explained the financial situation of UCundinamarca

At the installation of the Special Commission for Higher Education, Rector Adriano Muñoz called for strengthening the country's public education system.

During the installation of the Special Commission for Higher Education held in the Luis Carlos Galán Hall of the Congress of the Republic, the rector of the University of Cundinamarca, Adriano Muñoz Barrera, explained the financial situation of the Institution and made a call to strengthen public education, especially that of the Institution he represents.

Muñoz Barrera discussed topics in the building such as the historical debt of transfers from 1993 and 1994 that the Nation owes to UCundinamarca, amounting to approximately 1,467.7 billion pesos, as well as equity in transfers, since this departmental Higher Education Institution receives four times less than the average of what the 32 public universities receive.

The document was presented by Rector Muñoz to representatives of students, university, technical and technological institutions, teachers, rectors of the 32 public universities in the country, Representatives to the Chamber, the Vice Minister of Education, Luis Fernando Ruiz, and the director of Colciencias, Diego Hernández.

“Today, the country, through legislation and this Special Commission for Higher Education, allows us to correct the historical error of underfunding that began with Law 30, Articles 86 and 87, by omitting the Consumer Price Index (CPI). This has created gaps between universities and underfunded the entire coverage we have today. That's why we're talking about a deficit of approximately 1.4 trillion pesos for operating expenses and 1.18 trillion pesos for investment,” he explained. Jairo Torres Oviedo, rector of the University of Córdoba and president of the State University System (SUE).

Furthermore, it is worth noting that the University has been making several institutional efforts. First, the Rector's Office has actively supported the efforts of the SUE (National System of Universities) to request new resources for the universities' budget base.

Another aspect to consider is the coordinated work being done with congressmen from different political parties in order to seek greater resources for public universities, where one of the paths to overcome is the inequality that exists in the transfers towards some regional universities, among which is the University of Cundinamarca.

The third point is that the University of Cundinamarca is pursuing a lawsuit before the Administrative Court of Cundinamarca to declare Ordinance 207 of 2013 null and void. Simultaneously, a new ordinance is being promoted to raise rates and taxable bases, for which institutional approaches have been made with various representatives and the Governor of Cundinamarca.

Likewise, a lawsuit was filed against the Ministry of Finance to pay the debt it owes to the University of Cundinamarca for not having made the transfers for the years 1993 and 1994, despite the fact that the State recognized its status as a public university since 1992.
