The professors, supported by the academic community, declared their disagreement with the State's negative stance regarding the payment of transfers for the years 1993 and 1994 and the readjustment of the transfer base that the Nation must make to the University of Cundinamarca, in order to guarantee the public education service.
The public hearing held at the beginning of this year, which sought a conciliation between the parties to carry out a compliance agreement by the State and which was declared unsuccessful, motivated the professors of the University of Cundinamarca to request the office of the presiding magistrate Fredy Ibarra Martínez, of the Administrative Court of Cundinamarca, through a Coayuvancion a la acción popular institucion en que se protege los derechos y intereses colectivos, en términos de justicia, equidad, acceso y alta calidad en educación.
The support for the popular action 2015-02780 presented by the UdeC professors, urges Magistrate Ibarra Martínez to order the Colombian State to proceed with the pending transfers from the years 1993 and 1994 with their respective effects on present value and other claims presented by the University of Cundinamarca, the same ones that the Ministry of National Education made to 28 public universities in Colombia in the year 1993, ignoring the legitimacy and rights of the UdeC.
Consequently, in order to meet the objectives of institutional accreditation, the University of Cundinamarca has been making significant financial efforts to comply with the quality requirements urged by the Ministry of National Education, an entity that demands higher quality through Decree 1280 of 2018, the Law that regulates the Quality Assurance System of Higher Education, starting in 2019.
The University's mission-related projects established in the Strategic Plan “Designing the University We Want 2016-2026”, Rector's Plan “UCundinamarca Generation of the 21st Century”, and the 2016-2019 Development Plan are linked to the need for resources that allow strengthening academia, such as strengthening research, calling for full-time professors, doctoral-level teacher training, internationalization, investment in physical infrastructure, provision of libraries and laboratories, new undergraduate and postgraduate programs, among others.
The support for the popular action filed in the office of the jurist Ibarra Martínez, signed by Javier Hernando Gracia Gil, Representative of Professors before the Superior Council; Cesar Casas Díaz, Representative of Professors before the Academic Council; Vladimir Alberto Pinzón García, Representative of Professors before the Council of the Faculty of Social Sciences, Humanities and Political Sciences; Mauricio Moreno, Alternate Representative before the Council of the Faculty of Administrative, Economic and Accounting Sciences; and Humberto Tovar, Representative of Professors before the Internal Committee for Scoring, seeks to protect the collective rights and interests of the educational community of the University of Cundinamarca.
