Human rights: part of professional training?

Since 2017, the senior management of the University of Cundinamarca, headed by the rector, Adriano Muñoz Barrera, along with the institutional, academic and student community, had been requesting the Municipal Council of Girardot to reinstate the 1.5% of the Pro-Development Stamp of the University of Cundinamarca-UdeC, which was modified in Agreement 014 of 2013 with a percentage of 0.5%.
During the following years, 2017 and 2018, the Girardot City Council approved the project in its first debate in the Finance Committee and in a committee session. Subsequently, in a second debate, it was ratified in three plenary sessions, modifying Agreement 014 of 2018, with the increase in the rate of the University of Cundinamarca-UdeC Pro-Development Stamp from 0.5% to 1%.
The allocation of resources will strengthen the academic processes, accreditation programs, and registration that are developed in the Girardot branch.
With the increase in the University of Cundinamarca-UdeC Pro-Development Stamp, projected revenue for 2019 is 1.18 billion pesos. Therefore, it is proposed to increase the rate from 0.51 to 1.1 billion pesos, which would represent additional revenue of at least 1.2 billion pesos per month, for a total of approximately 1.24 billion pesos per year, earmarked for financing investments in higher education at the Girardot branch.
Coverage was another indicator that the Girardot council members considered when deciding on the increase. Each semester, the University of Cundinamarca, Girardot branch, receives over 500 applications for undergraduate and graduate programs from socioeconomic levels 1, 2, and 3, demonstrating the strong appeal of the University, Girardot branch. This makes it even more attractive due to its quality and tuition cost of one minimum monthly wage.
In recent years, the University has been consolidating itself as one of the best institutions in the field of nursing in the country and the region, as well as contributing to the tourism development of the region through undergraduate and postgraduate academic programs: Business Administration, Technology in Tourism and Hotel Management, Environmental Engineering, and Community Development and Specialization in Management for Organizational Development and in Management Information Systems.
The regulatory framework for the University of Cundinamarca (UDEC) Pro-Development Stamp was created by Agreement 013 of September 5, 2011, with a percentage of 1.5 %. It was later modified in Agreement 014 of September 10, 2013, with a percentage of 0.5%.
Law 1230 of July 16, 2008, in its first article, created the Pro-Development Stamp for the University of Cundinamarca, UDEC. The same law, in its fifth article, stipulates: ”The Municipal Councils of the Department of Cundinamarca are authorized to make the use of the stamp authorized by this law mandatory.”.
