The Ministry of National Education issued Decree 1427 of 2025, which extends until 2027 the transitional measures that allow Higher Education Institutions (HEIs) to advance the pre-filing process for qualified registration applications.
This decision responds to the need to optimize the Nuevo SACES technological platform, provide greater clarity in the process times and avoid administrative congestion that could affect the continuity of the academic offer in the country.
The accreditation process is a fundamental instrument of the Higher Education Quality Assurance System, through which the State verifies that higher education institutions (HEIs) meet the necessary quality standards to offer academic programs. To obtain this accreditation, institutions must comply with the requirements established in Law 1188 of 2008 and Decree 1075 of 2015.
What changes with Decree 1427 of 2025?
The main modification consists of extending the deadlines for completing the pre-filing stage of the application for qualified registration:
New deadline: Higher education institutions (HEIs) that do not have a favorable opinion of institutional conditions will have the pre-registration stage completed until December 31, 2027, in the places where they have or plan to have programs with qualified registration.
Application submission: Applications for pre-registration or their modifications must be submitted before July 1, 2027. If submitted within this period, the stage will be considered completed until the Ministry communicates the validation of the final concept.
Automatic extension: If the application has not been resolved by December 31, 2027, the transitional measure will be automatically extended until the Ministry issues the corresponding opinion.
Validity of the favorable opinion: Once approved, the concept will be valid for seven years, during which time higher education institutions (HEIs) may submit applications for qualified registration in the filing stage.
With these measures, the Ministry of National Education seeks to offer greater legal certainty, improve institutional management and strengthen the quality and continuity of higher education in Colombia.
