University autonomy in light of the new regulations of the MEN

Following the issuance of Resolution 021795 of November 19, 2020 by the Ministry of National Education, MEN, Agreement 02 of 2020 and Decree 1330 of 2019, the National Pedagogical University established a Critical Roundtable, which took place on October 1, 2021, and included the participation of Dr. Adriano Muñoz Barrera, Rector of the University of Cundinamarca, as an invited speaker to reflect on the regulations and the interpretation of the possible tensions that the issuance of said regulations brings to university autonomy in the country.

Based on these regulations, Dr. Muñoz emphasized the direct violation of university autonomy, particularly academic autonomy, which demands a total overhaul of the university, but where are the resources to make this a reality? This was a question raised in his reflection.

It is worth noting that the meeting was attended by Dr. Juan Carlos Yepes Ocampo, full professor of the Department of Legal Sciences at the University of Caldas, and Dr. Olga Cecilia Díaz, from the Faculty of Education at UCundinamarca, and Dr. Maximiliano Prada Dussán, coordinator of the Critical Roundtable, participated as moderator.
