Alternating classes 2021

The government of President Iván Duque, through coordinated work between the Ministry of National Education, the Ministry of Health and Social Protection, and with the leadership and commitment of territorial authorities, continues to advance in generating conditions that allow the gradual, progressive, and safe return of children, adolescents, and young people to classrooms at all educational levels under alternating schemes.

Thus, in development of article 3 of Resolution 1721 of September 24, 2020, the Ministry of National Education issued the Directive 016 of October 9, 2020, through which the Certified Territorial Entities in Education are given guidance to contribute to the formulation and implementation of Educational Alternation Plans.

On the subject, the Minister of National Education, María Victoria Angulo González, highlighted that this directive aims to help formalize the provisions, organization, and management carried out by departmental, district, and municipal governments through their Education Secretariats and in coordination with health authorities, to formulate the plan for a gradual, progressive, and safe return to in-person educational spaces to promote the comprehensive development and learning of children, adolescents, and young people in all regions of the country.

“In this way, with the commitment, responsibility and contribution of all public servants in the education sector and private schools, we continue with the gradual, progressive and safe implementation of the provision of educational services under the alternating scheme,” Minister Angulo highlighted on the subject.

The document issued by the Ministry of Education stipulates that Certified Territorial Entities in Education have a period of 30 calendar days, from the date of issuance of the Directive, to develop, approve, and present their hybrid learning plans to the educational community and the Ministry of National Education, specifying the actions to be taken by educational level and for both the public and private sectors. Furthermore, once this period has elapsed, the authorities, working together with the educational community, will begin implementing the hybrid learning plan and protocols, which will apply to the entire sector.

These plans, covering the years 2020 and 2021, will be adopted by territorial leaders, always taking into account the conditions and health context of the territory, and will provide information so that all members of the educational communities have sufficient, clear and evidence-based information from health authorities on the actions and times that must be taken into account for the implementation of the protocols at each educational level.

Based on the educational alternation plans, educational establishments in each zone must advance their actions for the gradual, progressive and safe return that allows the appropriate return to classrooms in accordance with the provisions contemplated in Resolution 1721 of 2020. Educational establishments that already have protocols approved by the territorial authorities will continue to provide the educational service under alternation, reviewing what is indicated in the aforementioned Resolution.

In this way, the government of President Iván Duque is moving forward in coordinating the necessary actions so that territorial authorities, together with the country's educational institutions, can advance in establishing conditions that allow a gradual, progressive, safe, and effective return to classrooms, guaranteeing the right to education for all children and young people, while safeguarding the health and safety of educational communities in all regions of Colombia.
