Human rights: part of professional training?

Based on articles 6, section “A”, subsection VIII, first and second paragraphs; 42, subsections V, VI and XXII, of the General Law of Transparency and Access to Public Information; 2, subsections VII and VIII, 21, subsections VII and VIII, and 43, subsections II and VI of the Federal Law of Transparency and Access to Public Information; as well as article 46, subsection II of its Organic Statute
invites undergraduate and graduate students from Latin America to participate in the:
Access to public information as a tool for strengthening democracy
Registration for participants begins on June 1st and ends on October 16th, 2017.
The right of access to public information is the right of any person to have and know the information generated by their government in the exercise of its powers.
This right is structurally linked to the ideal of democracy and the republic, since within this ideal, citizens must have the full freedom to know public information in order to participate in decision-making that affects their present and future.
Likewise, as framed within the Inter-American Program on Access to Public Information of the Organization of American States (OAS), we must recognize the essential role of international instruments in the promotion and protection of this right, as well as the fundamental role of access to public information in the electoral and democratic process, in the governance of the State, in transparency and the fight against corruption, in the protection and promotion of human rights, and, in particular, in the right to freedom of thought and expression, as well as in freedom of the press.
That is why this competition invites interested parties to try to explain or propose how, through the exercise of the right of access to information, it is possible to strengthen the democratic regime in one of the following areas: transparency in democratic processes or citizen participation.
Undergraduate and/or graduate students currently enrolled, whose nationality is from a Latin American country. Participation will be divided into two categories:
1. Bachelor's degree, and;
2. Postgraduate studies.
Participants must register in the category corresponding to the level at which they are currently studying.
