The aim of the conference is to help participants understand that, as human beings, they play a specific role in the territory they inhabit. This role is determined by their relationships with other human beings and by the natural, environmental, social, and historical conditions they experience.

The Mosquera Mayor's Office of Youth offers a subsidy called the "Student Passport," which benefits 1,140 higher education students between the ages of 15 and 28, saving them 1,700 pesos per trip on public transportation fares, for a total of 3,400 pesos per day. The majority of the students receiving this benefit attend the Facatativá campus of the University of Cundinamarca, representing 15% of the total beneficiaries, according to Franklin Garzón Parra, director of the Mosquera Municipal Youth Office. The initiative originated in 2009 within the Mayor's Office of Government, with the goal of providing transportation assistance to young people pursuing higher education outside the municipality. This initiative has been in place for 11 years and has benefited thousands of young people from Mosquera, many of whom have already completed their professional degrees. A significant number of graduates are from the University of Cundinamarca (UCundinamarca), and they are currently working on their own projects, while others are even employed by the same municipal administration that previously granted them the student passport. The public university in the department recognizes the contribution that this type of subsidy makes to students from low-income families (strata one, two, and three), as well as to students with strong academic performance, facilitating part of their educational process. In the case of the University of Cundinamarca, this contributes to providing the department and the country with individuals prepared for life, democratic values, civic responsibility, and freedom.
