Allegations of possible acts of bribery

Our institution is based on the framework of the Standard ISO:37001 of 2016 To prevent, mitigate and manage complaints of possible acts of bribery that occur at the University of Cundinamarca, encouraging reporting without fear of reprisals and guaranteeing mechanisms that help protect identity if requested.

 

Taking the above into account, Ucundinamarca has the report button of possible acts of bribery, where you can report the improper behavior of officials and contractors of the University of Cundinamarca on matters only concerning possible acts of bribery and with the due support that support your complaint, it will be processed to the competent area for the activation of alert, investigation and sanction mechanisms to address these acts (for this we invite you to read the definitions that follow below in order to have a clear understanding of the concepts).

Definitions of bribery

A complaint is a statement made by a person to report facts that are believed to constitute a crime.

Being involved in any of the conduct or behaviors foreseen in the Single Disciplinary Code, which entails the breach of duties, exceeding the limits in the exercise of rights and functions, prohibitions and violation of the regime of disqualifications, incompatibilities, impediments and conflict of interest, without being covered by any of the grounds for exclusion of liability, which gives rise to the advancement of a disciplinary action and, consequently, to the imposition of a sanction of the same type. Terms and conditions

These terms and conditions are intended to regulate and control the use of reports of possible acts of bribery at the University of Cundinamarca in accordance with ISO 37001/2016.

Every petition and/or complaint must contain, at least:

 

The official(s) and/or persons involved in the alleged act of bribery.

 

If it is an anonymous complaint, at least a contact email address and/or telephone number must be provided; otherwise, the complainant can track their complaint through the Citizen Information and Service System using the assigned unique code.

 

The reasons why he believes an act of bribery occurred.

 

List the documents and/or evidence you wish to provide to support your complaint.

 

Once the complaint has been examined, the authority has the obligation to examine it comprehensively, and in no case will it consider it incomplete due to a lack of requirements or documents that are not within the current legal framework, that are not necessary to resolve it, or that are already in its files.

Response times

The response time for complaints of possible acts of corruption, including bribery, can be determined by 15 business days or the time that the investigation warrants according to the complexity of the complaint, as supported by article 14 of law 1755 of 2015.

Publication requirements

As an anonymous request: If you register your request anonymously, you agree to keep your personal and contact information confidential. Therefore, please ensure that the information you provide is clear and complete, including the time (when), manner (how), and place (where) of the events being reported. This is necessary for processing your request. You can also track your request through the Citizen Information and Service System using the assigned unique code and/or provide an email address for electronic notifications regarding the status of your report.

 

If registering the data, it is important to take into account the content of the complaint:

 

The official(s) and/or persons involved in the alleged bribery (names, department, and location of the events).
The reasons why he believes an act of bribery occurred.
List the documents and/or evidence you wish to provide to support your complaint.

Request management

Once a complaint regarding possible acts of bribery is received at [email protected], it is processed through the Citizen Information and Service System (SAIC) and assigned to the Planning Directorate, which is responsible for the System's Compliance Function, for the corresponding investigation.

 

If the complainant requested protective measures, this will be evaluated and processed within a period of ten (10) days.

 

Electronic notifications: Notifications regarding the complaint process will be sent to the email address provided by the citizen when filing the complaint, or it can be tracked using the unique encrypted code provided at the time of filing the complaint.

Confidentiality and security (attach privacy notice)

The button for reporting possible acts of bribery, which is enabled for citizens in the citizen services link, also responds to the mandate of the new Anti-Corruption Statute (Law 1474 of July 12, 2011), which dictates rules aimed at strengthening the mechanisms for prevention, investigation and punishment of acts of corruption and the effectiveness of the control of public management.

 

Therefore, to maintain transparency across all access channels for citizens, the University of Cundinamarca expresses its commitment to guaranteeing the confidentiality and security of the information received, managing it through the appropriate channels, and taking the decisions and corrective measures it deems pertinent in accordance with the law and its internal policies.

 

For new users to register on the SAIC platform, as a new user, if you have no connection with the university, you must go to the citizen services page and click on the link to submit a PQRSFyD request and complete the registration on the platform.

 

If the user has a connection with the university, they must access the institutional platform via the Citizen Information and Service System link and complete the available form.

 

For registered users (when the user is registered, they only need to log in with their username and password if they are external to the citizen services page and fill out the form available in the pqrsfyd request folder; if they are an internal user, they access the institutional platform via the SAIC link and clearly describe the request).

 

To file an anonymous complaint, if you register the request anonymously, you declare that your personal and contact information will remain confidential. Please note that the information provided must be clear and complete regarding the time (when), manner (how), and place (where) of the events being reported. This is necessary for processing the complaint. You can submit this request using the form available on the Citizen Services page and selecting the anonymous option.
