- Continuously improve process performance through the implementation of institutional best practices and the application of the mechanisms established by the University of Cundinamarca, with the goal of creating a smart university organization with heart and soul.

- Ensure an institutional environmental culture within the framework of its commitment to life-forming education, democratic values, civility, and freedom.

- Consolidate and make visible the University of Cundinamarca as a Green University Institution, consistent with its responsibility to society and nature, within the framework of the international standard.

- Ensure the understanding, evaluation, and compliance with current environmental legislation and regulations, as well as other requirements voluntarily acquired within the framework of the PIGA (Institutional Environmental Management Plan) and the University's institutional guidelines.

- To promote the comprehensive protection of the physical and mental health of officials and contractors who contribute to the fulfillment of the institutional mission, through the prevention and control of occupational hazards.

- Identify the hazards, evaluate, assess, and intervene in the risks present in the processes developed by the University Community and other stakeholders, establishing the respective controls, with the purpose of avoiding and minimizing incidents, work-related accidents, and occupational illnesses that may arise as a result thereof.

- Manage risks with each process of the institution based on the confidentiality, integrity, and availability criteria of the Information Security Management System – ISMS information, starting from Information Asset Management, associated in Annex A of the ISO 27001 standard, for their treatment and mitigation, according to the prioritization of the criticality of the identified information assets.

- Comply with the legal and regulatory requirements regarding information security and privacy that bind the activities of the Information Security Management System – ISMS.

OBJECTIVES
GENERAL OBJECTIVE
Promote and execute projects with public and/or private entities, national and international, through agreements and/or inter-administrative contracts, which allow strengthening the management of the University of Cundinamarca through the generation of financial resources, transmission of knowledge to communities, and apprehension for academic improvement.
SPECIFIC OBJECTIVES
1. Execute at least three (3) agreements and/or contracts during the 2025 term, in order to ensure compliance with the goal in both revenue and number of contracts.
2. Execute a contract and/or agreement within a timeframe that is 10 % shorter than the established completion deadline, in order to enhance the commercial management of the Special Projects Directorate.
SCOPE
Start from the identification of the need of the external entity, the UDEC community, and the population, up to the generation and delivery of a product or service that satisfies the requirements of the stakeholders involved, evaluating the users' perception.
PROCESS OPERATION POLICY
The operation of the process is inspired by the Political Constitution of Colombia, Law 30 of 1992, the Rectoral Plan, the CISNA Matrix (Initial Conditions for Entering the National Accreditation System) – Guidelines for the Accreditation of Academic Programs, the Quality Management System under the approach of the ISO 9001:2015 standards, and the Standard Internal Control Model – MECI.
Analysis of invitations and proposal submissions, responding to the needs of external entities, the Udecina community, and other interested populations.
Execute agreements and/or contracts with public and/or private entities that allow the execution of projects and user satisfaction regarding compliance with contractual conditions.
Liquidate the agreements and/or contracts signed with public and/or private entities and process the respective disbursements.

Monitor scheduled activities and delivered products or services, in compliance with process objectives, Management System indicators, legal requirements, and contractual obligations, and report the results to interested parties.
